Spring Thunder Over India

This was first published as an editorial in People’s Daily, organ of the Central Committee of the Communist Party of China on 5 July 1967. It was reproduced in Liberation, Vol. I No 1 (November 1967).

A peal of spring thunder has crashed over the land of India. Revolutionary peasants in the Darjeeling area have risen in rebellion. Under the leadership of a revolutionary group of the Indian Communist Party, a red area of rural revolutionary armed struggle has been established in India. This is a development of tremendous significance for the Indian people’s revolutionary struggle.

In the past few months, the peasant masses in this arearled by the revolutionary group of the Indian Communist Party, have thrown off the shackles of modern revisionism and smashed the trammels that bound them. They have seized grain, land and weapons from the landlords and plantation owners, punished the local tyrants and wicked gentry, and ambushed the reactionary troops and police that went to suppress them thus demonstrating the enormous might of the peasants’ revolutionary armed struggle. All imperialists, revisionists, corrupt officials, local tyrants and wicked gentry, and reactionarry army and police are nothing in the eyes of the revolutionary peasants who are determined to strike them down to the dust. The absolutely correct thing has been done by the revolutionary group, of the Indian Communist Party and they have done it well. The Chinese people joyfully applaud this revolutionary storm of the Indian peasants in the Darjeeling area as do all Marxist-Leninists and revolutionary people of the whole world.

It is an inevitability that the Indian peasants will rebel and the Indian people will make revolution because the reactionary Congress rule has left them with no alternative. India under Congress rule is only nominally independent; in fact, it is nothing more than a semi-colonial, semi-feudal country. The Congress administration represents the interests of the Indian feudal princes, big landlords and bureaucrat-comprador capitalists. Internally, it oppresses the Indian people without any mercy and sucks their blood, while internationally it serves the new boss, US imperialism, and its number one accomplice, the Soviet revisionist ruling clique, in addition to its old suzerain British imperialism, thus selling out the national interests of India in a big way. So imperialism, Soviet revisionism, feudalism and bureaucrat-comprador capitalism weigh like big mountains on the backs of the Indian people, especially on the toiling masses of workers and peasants.

The Congress administration has intensified its suppression and exploitation of the Indian people and pursued a policy of national betrayal during the past few years. Famine has stalked the land year after year. The fields are strewn with the bodies of those who have died of hunger and starvation. The Indian people, above all, the Indian peasants, have found life impossible for them. The revolutionary peasants in the Darjeeling area have now risen in rebellion, in violent revolution. This is the prelude to a violent revolution by the hundreds of millions of people throughout India. The Indian people will certainly cast away these big mountains off their backs and win complete emancipation. This is the general trend of Indian history which no force on earth can check or hinder.

What road is to be followed by the Indian revolution? This is a fundamental question affecting the success of the Indian revolution and the destiny of the 500 million Indian people. The Indian revolution must take the road of relying on the peasants, establishing base areas in the countryside, persisting in protracted armed struggle and using the countryside to encircle and finally capture the cities. This is Mao Tse-tung’s road, the road that has led the Chinese revolution to victory, and the only road to victory for the revolutions of all oppressed nations and peoples.

Our great leader, Chairman Mao Tse-tung, pointed out as long as 40 years ago : “In China’s central, southern and northern provinces, several hundred million peasants will rise like a mighty storm, like a hurricane, a force so swift and violent that no power, however great, will be able to hold it back. They will smash all the trammels that bind them and rush forward along the road to liberation. They will sweep all the imperialists, warlords, corrupt officials, local tyrants and evil gentry into their graves.”

Chairman Mao explicitly pointed out long ago that the peasant question occupies an extremely important place in the people’s revolution. The peasants constitute the main force in the national-democratic revolution against imperialism and its lackeys; they are the most reliable and numerous allies of the proletariat. India is a vast semi-colonial and semi-feudal country with a population of 500 million, the absolute majority of which, the peasantry, once aroused, will become the invincible force of the Indian revolution. By integrating itself with the peasants, the Indian proletariat will be able to bring about earth-shaking changes in the vast countryside of India and defeat any powerful enemy in a soul-stirring people’s war.

‘People of the World, Unite and Defeat the US Aggressors and all their Running Dogs!’

Mao Tsetung’s Call to the People of the World

A new upsurge in the struggle against US imperialism is now emerging throughout the world. Ever since World War II, US imperialism and its followers have been continuously launching wars of aggression and the people in various countries have been continuously waging revolutionary wars to defeat the aggressors. The danger of a new world war still exists, and the people of all countries must get prepared. But revolution is the main trend in the world today.

Unable to win in Viet Nam andLaos, the US aggressors treacherously engineered the reactionary coup d’etat by the Lon Nol-Sirik Matak clique, brazenly dispatched their troops to invade Cambodia and resumed the bombing of North Viet Nam, and this has aroused the furious resistance of the three Indo-Chinese peoples. I warmly support the fighting spirit of Samdech Norodom Sihanouk, Head of State of Cambodia, in opposing US imperialism and its lackeys. I warmly support the joint declaration of the Summit Conference of the Indo-Chinese Peoples. I warmly support the establishment of the Royal Government of National Union under the leadership of the National United Front of Kampuchea. Strengthening their unity, supporting each other and persevering in a protracted people’s war, the three Indo-Chinese peoples will certainly overcome all difficulties and win complete victory.

While massacring the people in other countries, US imperialism is slaughtering the white and black people in its own country. Nixon’s fascist atrocities have kindled the raging flames of the revolutionary mass movement in the United States. The Chinese people firmly support the revolutionary struggle of the American people. I am convinced that the American people who are fighting valiantly will ultimately win victory and that the fascist rule in the United States will inevitably be defeated.

The Nixon government is beset with troubles internally and externally, with utter chaos at home and extreme isolation abroad. The mass movement of protest against US aggression in Cambodia has swept the globe. Less than ten days after its establishment, the Royal Government of National Union of Cambodia was recognized by nearly 20 countries. The situation is getting better and better in the war of resistance against US aggression and for national salvation waged by the people of Viet Nam, Laos and Cambodia. The revolutionary armed struggles of the people of Korea, Japan and other Asian countries against the revival of Japanese militarism by the US and Japanese reactionaries, the struggles of the Palestinian and other Arab peoples against the US-Israeli aggressors, the national liberation struggles of the Asian, African and Latin American peoples, and the revolutionary struggles of the peoples of North America, Europe and Oceania are all developing vigorously. The Chinese people firmly support the people of the three Indo-Chinese countries and of other countries of the world in their revolutionary struggles against US imperialism and its lackeys.

US imperialism, which looks like a huge monster, is in essence a paper tiger, now in the throes of its death-bed struggle. In the world of today, who actually fears whom ? It is not the Vietnamese people, the Laotian people, the Cambodian people, the Palestinian people, the Arab people or the people of other countries who fear US imperialism; it is US imperialism which fears the people of the world. It becomes panic-stricken at the mere rustle of leaves in the wind. Innumerable facts prove that a just cause enjoys abundant support while an unjust cause finds little support. A weak nation can defeat a strong, a small nation can defeat a big. The people of a small country can certainly defeat aggression by a big country, if only they dare to rise in struggle, take up arms and grasp in their own hands the destiny of their country. This is a law of history.

People of the world, unite and defeat the US aggressors and all their running dogs!

In lieu of an Introduction to this volume we are reprinting this great call of Mao’s, which appeared in Liberation, Vol. III, Nos. 7-9 (May-July J 970).

This great call to the world’s people was issued by Mao Tsetung on 20 May 1970. Since then the international scene has undergone important changes. China has changed from a citadel of revolution to a country under the heel of counter- revolutionaries who have forged close ties with imperialist powers; the people’s revolutionary struggles have suffered setbacks in several countries; the USSR and its informal empire have disintegrated. Certain conditions, certains individuals and governments, mentioned in Mao Tsetung’s statement, have yielded place to new ones. But, though enmeshed in crisis, US imperialism still remains the most ferocious and brazen-faced enemy of the world’s people. Rather, it has grown more arrogant and desperate than before. US imperialism audits stooges are still preying on the lives of the people of the world. Today Mao Tsetuiig’s call has not lost its relevance. Only by responding to it, the people can destroy the monster and its accomplices and live lives worthy of men.

Statement by Comrade Mao Tse-tung

Chairman of the Central Committee of the Communist Party of China, in Support of the Afro-American Struggle Against Violent Repression

Following is the full text of the statement by Chairman Mao Tse-tung issued on April 16, 1968 in support of the Afro-American struggle against violent repression :

Some days ago, Martin Luther King, the Afro-American clergyman, was suddenly assassinated by the US imperialists. Martin Luther King was an exponent of non-violence. Nevertheless, the US imperialists did not on that account show any tolerance towards him, but used counter-revolutionary violence and killed him in cold blood. This has taught the broad masses of the black people in the United States a profound lesson. It has touched off a new storm in their struggle against violent repression sweeping well over a hundred cities in the United States, a storm such as has never taken place before in the history of that country. It shows that an extremely powerful revolutionary force is latent in the more than twenty million black Americans.

The storm of Afro-American struggle taking place within the United States is a striking manifestation of the comprehensive political and economic crisis now gripping US imperialism. It is dealing a telling blow to US imperialism, which is beset with difficulties at home and abroad.

The Afro-American struggle is not only a struggle waged by the exploited and oppressed black people for freedom and emancipation, it is also a new clarion call to all the exploited and oppressed people of the United States to fight against the barbarous rule of the monopoly capitalist class. It is a tremendous aid and inspiration to the struggle of the people throughout the world against US imperialism and to the struggle of the Vietnamese people against US imperialism. On behalf of the Chinese people, I hereby express resolute support for the just struggle of the black people in the US.

Racial discrimination in the US is a product of the colonialist and imperialist system. The contradiction between the black masses in the US and US ruling circles is a class contradiction. Only by overthrowing the reactionary rule of the US monopoly capitalist class and destroying the colonialist and imperialist system can the black people in the US win complete emancipation. The black masses and the masses of white working people in the US have common interests and common objectives to struggle for. Therefore, the Afro-American struggle is winning sympathy and support from increasing numbers of white working people and progressives in the US. The struggle of the black people in the US is bound to merge with the American workers’ movement and eventually end the criminal rule of the US monopoly capitalist class.

In 1963, in the “Statement Supporting the Afro-Americans in Their Just Struggle Against Racial Discrimination by US imperialism” I said that “the evil system of colonialism and imperialism arose and throve with the enslavement of Negroes and the trade in Negroes, and it will surely come to its end with the complete emancipation of the black people.” I still maintain this view.

At present, the world revolution has entered a great new era. The struggle of the black people in the US for emancipation is a component part of the general struggle of all the people of the world against US imperialism, a component part of the contemporary world revolution. I call on the workers, peasants and revolutionary intellectuals of all countries and all the people who are willing to fight against US imperialism to take action and extend strong support to the struggle of the black people in the US ! People of the whole world, unite still more closely and launch a sustained and vigorous offensive against our common enemy, US impenalism and its accomplices ! It can be said with certaifity that the complete collapse of colonialism, imperialism and all systems of exploitation, and the complete emancipation of all the oppressed peoples and nations of the world are not far off.
