What is to be done after the action

The guerilla units are carrying out annihilation campaign, now the responsibility of the party units have increased manifold. While carrying out this annihilation campaign, the peasant masses will have to be made politically conscious. The annihilation campaign has only one objective and that is, to establish the political power of the workers-peasants by doing away with the domination and power of the feudal classes like the landlords-usurers etc. and to equip and motivate the peasantry with this consciousness. Secondly, the guerilla squads have to be equipped so that they can form new squads by carrying out political campaign. We will be able to extend the struggle only if we can successfully fulfill these two tasks.

To achieve this, what we have to do first is to wage successful struggle against the tendency of the guerilla squads to escape. This tendency to escape will crop up more or less in every squad. And if this tendency is not resisted from the very beginning, we will not be able to gather anything. The squads will move in scattered directions after the action and will become panicky after getting isolated from the people and we will lose them as cadres. The squads have to be preserved and the level of their political consciousness will have to be increased by integrating them with the people. Unless reinforced by political consciousness, class hatred can not be maintained at the same level. Unless class hatred is intensified after an action, it will refuse to participate in the second action. After escaping it will argue that we have conducted one action, let others do now. The tendency to escape gets manifested in this way. Unless we can eliminate this tendency, the squads will become inactive. Another manifestation of this tendency which is frequently noticed is that, a squad of 3/4 persons escapes at the sight of 1/2 policemen. But they can easily confront these policemen. We definitely do not want that anybody should get arrested by displaying bravado or by ignoring the general principles of self defense, at the same time we also do not want that they escape in the face of a weak enemy. We can eliminate this tendency by arousing the sense of responsibility towards the peasantry, the great ideal of the party.

Here lies the significance of studying Chairman’s “Three essays”. The tendency of the squads to escape is the greatest danger today. Be cautious about this danger and take good care of the squads. The future of the struggle depends on them. Never leave the squads to spontaneity. Expansion of the struggle and availability of cadres depend on the level of consciousness of the squads. Raising the consciousness of the squads is all the more important, because lumpen elements will come and mislead the squads into the path of banditry. Keep close contact with the propaganda squad and when the squad will start propaganda work themselves, then only you can be rest assured about them, otherwise not. The squad leaders will have to be developed into political cadres. Then only party leadership over the squad would be strengthened and party hegemony over the squad would be consolidated. Party propagandists, make your style of work more specific. (1970)
