I & B Ministry Must Forthwith Withdraw its Diktat to take NDTV Off the Air and Ban on Kashmir Reader

PRESS STATEMENT

New Delhi, 4 November 2016.

The decision by the Information and Broadcasting Ministry of the NDA Government to take the NDTV channel off air for one day for coverage of the Pathankot attack is a blatant attack on freedom of the press. This is the first time in recent years that a TV channel is being taken off the air for its news coverage. There is no evidence yet that the channel aired any sensitive information that had not already been publicly shared in news briefings by security forces themselves.

It is ironic that this attack on press freedom follows on the heels of the PM Narendra Modi’s remarks at the Ramnath Goenka awards ceremony, where he said that no leader must be allowed to repeat the Emergency. Modi’s own Minister Kiren Rijiju has declared that asking questions about police operations is against national interest. Narendra Modi in his speech at the Ramnath Goenka awards ceremony himself said that journalists while enjoying the right to question governments should not weaken national unity – in particular he used a crude analogy about a car crushing a Dalit to suggest that media was misusing its rights to portray Dalits as victims of atrocities. Some weeks ago, a prominent Kashmiri newspaper, the Kashmir Reader was banned to gag its coverage of the ongoing agitations in Kashmir. Journalists are being chased out of Bastar at the behest of the police and paramilitary forces. And now, while some channels have been happy to perform hatchet jobs for the Government, a channel that has retained some measure of professionalism and journalistic credibility is being punished by being taken off air. If this is not an undeclared Emergency, what is?

The CPIML demands that the I&B Minister forthwith withdraw its diktat to take NDTV off the air and lifting of the ban on the Kashmir Reader.

सूचना प्रसारण मंत्रालय एनडीटीवी के प्रसारण पर रोक और कश्‍मीर रीडर पर प्रतिबन्‍ध का आदेश तुरन्‍त वापस ले

पठानकोट हमले के प्रसारण के लिए एनडीटीवी चैनल के प्रसारण पर एक दिन के लिए रोक लगाने सम्‍बंधी एनडीए सरकार के सूचना और प्रसारण मंत्रालय का फैसला प्रैस की स्‍वतंत्रता पर खुला आक्रमण है. हाल के दिनों में यह पहली बार हो रहा है कि अपने समाचार प्रसारण के लिए किसी टीवी चैनल पर रोक लगाई जा रही है. अब भी इस बात का कोई प्रमाण नहीं है कि चैनल ने ऐसी कोई संवेदनशील सूचना प्रसारित की जिसे सैन्‍य बलों ने खुद ही अपने समाचारों में जाहिर नहीं किया था.

बिडम्‍बना यह है कि प्रैस की स्‍वतंत्रता पर यह आक्रमण रामनाथ गोयनका पुरस्‍कार समारोह में प्रधानमंत्री मोदी की टिप्‍पणियों के तुरंत बाद हुआ है जहां उन्‍होंने कहा कि किसी भी नेता को आपातकाल दुहराने की इजाजत नहीं दी जा सकती. मोदी के अपने मंत्री किरण रिजूजू ने घोषित किया है कि पुलिस कार्यवाहियों के बारे में सवाल पूछना राष्‍ट्रीय हित के विरुध्‍द है. रामनाथ गोयनका पुरस्‍कार समारोह में खुद नरेन्‍द्र मोदी ने अपने भाषण में कहा कि सरकार से सवाल पूछने के अधिकार का उपयोग करते समय पत्रकारों को राष्‍ट्रीय एकता कमजोर नहीं करनी चाहिए – खासकर उन्‍होंने कार द्वारा किसी दलित के कुचले जाने के भौंड़े उदाहरण का इस्‍तेमाल करते हुए संकेत दिया कि मीडिया दलितों को उत्‍पीड़न का शिकार बताने में अपने अधिकारों का गलत इस्‍तेमाल कर रहा है. कुछ ही हफते पहले एक महत्‍वपूर्ण कश्‍मीरी अखबार, कश्मीर रीडर, पर प्रतिबन्‍ध लगाया गया ताकि वह कश्‍मीर में जारी आन्‍दोलन की खबरें न छाप सके. पुलिस और अर्धसैनिक बलों की शह पर पत्रकारों को बस्‍तर के बाहर खदेड़ा जा रहा है. और अब, जहां कुछ चैनल सरकार के लिए हथियार का काम करने में खुशी महसूस कर रहे हैं, वहीं एक चैनल जो कुछ हद तक व्‍यावसायिकता और पत्रकारीय विश्‍वनीयता बनाये हुए था उसके प्रसारण पर रोक लगा कर उसे दण्डित किया जा रहा है. अगर यह अघोषित आपातकाल नहीं है तो और क्‍या है?

भाकपा(माले) मांग करती है कि सूचना प्रसारण मंत्रालय एनडीटीवी के प्रसारण पर रोक लगाने का अपना आदेश तुरंत वापस ले और कश्‍मीर रीडर पर से प्रतिबन्‍ध हटाये.
