I got your letter, a talk become popular among the rich-peasants and the middle-peasants that the police will not counter attack us unless we attack them, so wage struggle against the Jotedars, but don’t attack the police. – This idea is very dangerous, because attack from the official side will definitely be there. The more we wait, the more emboldened will be them. The central government, the imperialism and the bureaucracy have all understood that the democratic revolution has started. So they will try to destroy it at its very root, now they are silent because they are creating public opinion. The press is informing them everyday. Today the meeting of the provincial cabinet will be held. They have taken Biren Bose apart from Ratanlal for the PC (Provincial Committee–State Committee) meeting, a new conspiracy is being hatched, today’s “Statesman” has reported that if there is an attack 250 people may die; all these are nothing but initiation of a new offensive, even if we don’t attack they will attack. The “Police Circle Stories”, which are making round, reflect the position of the middle-peasants. Police is there to carry out orders, they will attack as soon as the order comes. They will be afraid only if we attack and will hesitate to counter-attack. Convince the general peasants about this, arouse hatred against the police among them. Jotedars are still very much there in the villages, they will usher in the police and will indiscriminately kill the peasants. So these class enemies will have to be evicted from the villages. All of them are keeping secret contact with the police station. The police will launch attack with their help. You are carrying out the campaign in the right direction, what has to be propagated along with this is that the government is weak, they are not as powerful as they look to be. As we hit them, they will be scared, because they have still not been able to develop counter-revolutionary organization. So simultaneous with our attack the peasants from all the places will strike. News is already coming that capturing of land has started in the tea gardens of Dooars. Minor clashes have also taken place in Debpara. Some land has been captured by the peasants even in Coochbehar.
If new forms of struggle can be shown, that will also spread like fire. Postering has already started throughout Bengal on the Naxalbari incidents, widespread postering is being started in Calcutta and the suburbs, they are distributing our leaflets by printing them. This leaflet has been printed and distributed in Jalpaiguri too. I have no news about Alipurduar and other places of Bengal. But it can undoubtedly be said that some work is going on. The revolutionary forces of Bengal are uniting on our issue. So Chairman’s words–A single spark can start a prairie fire, is materializing in practice. We have still not been able to adopt the new form of struggle, the peasant forces still do not have rifle in their hands. If that comes, nobody can guess what great thing will happen. The press is still reporting this as a rebellion.
Now the task is to banish all weak and useless ideas from within ourselves. All thoughts, which magnifies the strength of the enemy and belittles the strength of the masses, are wrong.
