On Correct line + On revolutionary headquarters

On Correct line

Correct line is only one and not two. In the specific perspective of India there is only one correct line and not two. So the task is to establish that correct line. Leadership means, which leadership the correct line is producing. Hence, the leadership has to be established, otherwise correct line can not be established. Once the leadership is established, authority will also be established. There can not be a leadership without any authority. Leadership without authority is tantamount to leaving everything to spontaneity and that gives rise to opposite thinking within the party.

We have to grasp the implications. Fight is primary, failure is not. There will be qualitative leap through setbacks. The youth will come and go. But the working calss will remain class consistent. Chairman Mao said in Hunan report that, the peasant revolutionary upsurge would spread to the northern, southern and other parts of China within a short time. Did any other upsurge happen like Hunan? The army that was formed in Ching Kang was in itself an upsurge, upsurge of a new level. Naxalbari died down, Srikakulam came into being, the same thing happened there too. The same thing happened in Birbhum also. Struggle has started at Naxalbari again. The same thing has happened in Srikakulam too. The same thing will happen in Birbhum also.–However small they may be, the struggles that have started will surely become widespread. Once we launch struggle, people will be inspired more and more and more they will participate in the struggle. This struggle will definitely spread all over the country.

We will have to keep faith on the people. Because people want revolution. “Fight, fail, fight again, fail, fight again till you achieve victory”–this is the law.

Keeping faith on the people means keeping faith on the fact that people want revolution. Lack of this faith is revisionist understanding, that is, lack of faith in revolution. The struggles of the students-youth of Calcutta will inevitably die down, this is the law. Otherwise it would have been said that, struggle and be victorious. This thinking is utopian thinking. Lack of faith in revolution and expressing lack of faith on the fact that people want revolution.

Chairman has said, “A weak and small country can defeat a big and strong country. It means, a big power can also be defeated. Bangladesh though a small country can defeat Indian government. But the condition is to arm the peasants of Bangladesh by rousing them and to make them take the destiny of their own country in their own hands. This why Chairman has said, “Revolution is the main trend.” If it can happen in Vietnam, why not in Bengal?

There will indeed be repression if you struggle. Repression gives rise to resistance. Chairman has said, “Where there is repression, there is resistance.” Because, where there is repression , there are revolutionary forces capable of resistance.

On revolutionary headquarters

(Note taken from the statement of comrade Charu Mazumder in reply to various questions–Publisher)

Revolutionary headquarter does not develop spontaneously. The headquarter develops through conscious struggle. If political struggle develops through struggle between two lines, consciousness is bound to develop. Political consciousness can not develop unless political struggle develops.

The method of political education is to fight against the wrong ideas by grasping the living ideas. The living ideas have to be grasped. The individual is to be politicized through individual contact. This is the only method of political education. There is no other way.

The question ‘why’ is put in order to understand the implication of why a directive is given, in order to understand the depth and implication of a directive. Carrying on with the work without understanding the implication of a directive means slavishness. Putting the question why is not to raise question about the correctness or incorrectness of a directive. Nor to disbelieve, to have faith on the party is the basic thing. If this question is raised out of doubt for everything, then it is tantamount to raising question about the revolution. Why a particular task is asked to be done is to be understood. One’s political consciousness will develop only through understanding this, otherwise not.

Chairman’s thinking is reflected in Long live victory of people’s war. It has been said in the report of the ninth party congress that it was only Chairman Mao who could understand the cultural revolution, cultural revolution was possible only because he could understand this in every sphere. In other words, Chairman Mao’s thoughts have been explained through this writing. In this case, referring to authority is not necessary. Chairman Mao’s established thoughts have been explained.

Those who adopted wrong line in the Chinese communist party took refuge under Russia. Because they thought that the line will get automatically corrected once they go to Russia, but that does not happen, since however correct a theoretical exercise may be, unless it is not proved correct through practice, it can not be such through any other way. Li Li Shans and Wang Mings of Chinese communist party took refuge in Russia. Our experience tells that somebody will not necessarily be following the correct line only by going to China. Some young people from Latin America participated in the red guard movement after going to China, when they returned Chairman met them and told them to forget whatever they learnt so long during their stay in China. Its implication is that, one has to learn through correct practice in one’s own country.

Chairman said, setback is necessary. Why did he say this? He said this for two reasons–one is to do away with the sense of easy victory and another is to understand what is correct and what is incorrect. Chairman said that old blood has to be removed from the party lock stock and barrel and in that case, new blood has to be inducted. The essence of this statement is not only to emphasize on the necessity of new cadres, it equally true for new ideas also. Just like heart pumping purified blood to the arteries, veins and venules, similarly the task of the leadership should be to spread new ideas among the party cadres. Some cadres who have advanced upto a particular stage will not be able to cope up with the new level of struggle. So there will be conflict between old and new ideas. Inner struggle means struggle between revolutionary and counter-revolutionary lines.

To be modest is one of the greatest virtues of the communists, one who is not modest is arrogant. So he is not a communist. Chairman has repeatedly said, “Communists have to be modest”. When people are taking initiative to advance against repression, the party cadres should suggest them as to how to wage the struggle effectively. But the people should not be desisted from the struggle after fielding them in the struggle. We should keep in mind that, we have not done anything great, whatever has been done has been done by the people and it is only the people who can do everything. And if this is not kept in mind and acted accordingly, then the sense of confidence on the people loses, which gives rise to arrogance. The root of this arrogance lies here and as a result, we have to get isolated from the masses.

Wrong method of work is the manifestation of wrong thinking. Fight against wrong thinking means fight against wrong method of work. Our present task is to wage struggle against both.
Internationalism and Panchsheel are apparently contradictory, but actually are not. This is dialectics. Ashim & Co. could not grasp dialectics, that is why their outlook is metaphysical, that is bourgeois outlook. They only shout to lend support to Yahia Khan. We support Yahia Khan so long as he fights against Indian expansionism, but we must fight against him also, because he suppresses the people. Only lending support to Yahia only is a bourgeois slogan. That is why their line is liquidationist line.

The origin of the word fascism is fascists–it means military authoritarianism. After the First World War, that is after the development of Russian revolution, why did the communist parties of different countries take to the revisionist path? The main reason behind this is that, there was no revolutionary tide at that point of time. So Lenin recommended participating in the bourgeois parliament during the period of absence of revolutionary tide (in his booklet entitled Leftwing Communism and Infantile Disorder). But failing to grasp the dialectical approach of Lenin, those parties converted their organizations into revisionist organization. But what is striking is that during that period also, intensive revolutionary tide developed in the colonial countries. Revolutionary struggle took a massive form in south-east Asia including China. This tide was noticed in India in 1922 and in Indonesia in 1926.
