The heroic comrades of Vietnam are fighting against the enemy of the entire world, the US imperialism and its slave dogs. They are fighting, being armed with modern weapons. These arms have been snatched by them from the US bandits and the great Chinese people are replenishing their armoury through regular supply of provisions. What is the situation in our country? Here the people’s liberation army has just been formed. The fighters of this people’s liberation army are arming themselves by snatching arms through attack on the police and the army in guerilla style. At this phase it has not been possible to arm all the guerilla fighters. Our task is to rouse the people at large, arming them and to establish people’s power through people’s war.
Today it is the duty of the party workers to rouse the people to field them in struggle. For this investigation meetings have to be held at every place. These meetings have to be held by discussing with the people, not by having meeting with the leaders. It is the duty of the party organizers in the villages to establish small units by rousing the politically conscious peasants. It is to be taken care that these units can carry on work at their own initiative without being dependent on the organizers. Whenever they will feel that there should be an action, there will be action. They will slit the throat of the Jotedars, snatch rifles, launch attack on the mobile enemy. No decision should be imposed on them in this regard, we have to wait for the conscious initiative of the peasant masses. We have to know what the people are saying against the repression by the police and the army and what are the means of resistance they are contemplating. A section of the people may become bewildered before army repression. They have to be imbibed with the dream of Vietnam. The peasants of Vietnam started fighting with conventional weapons only. The military does not move in numbers of 200/500 all the time, they move in numbers of 2/4 also. Then, they may be annihilated and their arms may be snatched by encircling them by forming small squads. This has to be widely propagated. Once such incident happens, the masses will regain their confidence. Massive attack will be launched against the military. We have to plan to launch attack on the mobile enemy. Wide use of tunnels and mines has to be resorted to. Once this plan is successful, the people will be able to clearly see the paper tiger face of the enemy. Then they will not hesitate to confront contingents of 200/500 military personnel. The bold resistance by the people will be able to crush the morale of the enemy. They will run away leaving their arms behind.
