(Note taken while discussing with the comrades of Bihar)

1) Mass insurrection: Mass insurrection is the offing-it can not be said how it is coming. The strike of the landless peasants of Punpun PS of Patna is an insurrection. It is the feature of mass insurrection. We have to keep our notice towards that only. How it is happening? How we can apply that. About 70 landless peasants have come and have sat down. Now we have to decide how we will give it a shape of revolutionary committee. That too has to be decided only after discussion with them. Revolutionary committee may be formed with those who are leading the strike. We (the petty bourgeois organizers) have to take the initiative.
2) Middle peasants: Poor peasants have also to be convinced that they will have to mobilize the other classes. Otherwise the revolution can not be made successful. There will be strong unity with the middle peasants. They are a revolutionary class. Totally negating the middle poeasants-was correct at the time of opposing the Satya Narayan line. But today we have to forge unity. Objective condition and subjective condition do not always match.
3) Petty-bourgeoisie: The petty-bourgeois comrades have to take full initiative. The very persons with whom you are carrying on political discussions constitute the party team. Meeting with the nucleus has to be conducted creatively. One of the landless peasants has to be developed. But you have to fight against petty-bourgeois influence. It is a mistake to totally neglect the petty-bourgeoisie. Committees have to be formed with the party units of different villages. The petty-bourgeois elements can go to the other villages. Peasant guerillas have to move out of their house. If the peasants are too critical about the role of the petty-bourgeoisie, they have to be convinced about its role creatively. Some comrades may fail in the struggle for integration and may become inactive. This will happen. One may fail here, but may succeed there, tenacity means victory on the basis of repeated attempts. “Fight, fail, fight again, fail…fight again…till victory.” If we fight repeatedly and lose, our mental strength will increase through this and we shall win some day. We have to identify the positive side and develop it. We have to balance between the positive and negative sides. We must observe the small positive, develop it and integrate it with the upsurge.
4) Area: The low level of consciousness in any area has to be enhanced and the door of its initiative has to be released.
5) Unity: It is possible to have unity with the cadres of Satya Narayan, Ashim et al.
6) The vast colliery areas: This area is spread from Asansol to Madhya Pradesh. Grasp the upsurge-grasp the diverse incidents.
7) Organisation: Think yourself about the organizational matters. Dare to fight, dare to win. The secretary must be there, but contradiction may arise also. Petty-bourgeois workers-peasants may be there in the party units. They have to be included in some party unit or the other.
8) Revenge: Never talk about repression by the military. But there has to be talk about revenge. The peasants know who the real tigers are. One need not tell them that. It is a mistake to talk about the defense of the peasants. His self sacrifice is constantly fighting against his self defense. Elevate the landless-poor peasants to the higher committees.
9) Mine-war: There may be campaign about mine-war. But everytime the stage of the struggle should be kept in mind.
10) (a) On Ho Chi Minh: Ho Chi Minh is one of the leaders of Vietnam. Vietnam is raising a new hope of struggle to the whole world under his leadership. This (terming Ho Chi Minh as revisionist) is a dangerous parochialism. Every party has struggle between two lines. There is provision for manoeuvres within this and the two lines have to be converted into one through its experience. So long as this does not happen, unity and struggle has to continue. Peace-meeting has been called in Vietnam. Today America is backing out from the peace-talk. This shows that the revolutionary line has triumphed. Chairman said, meeting also means struggle.
Fight against dangerous parochialism, enhance the positive sides, integrate with the people and the class, raise the class attitude-maintain alertness.
(b) Inner party struggle is very painful, it has to be conducted very patiently.
11) Creative practice: There is problem, we have to practice creatively. This is the only line-practice creatively in your own areas.
