The All India Students’ Association (AISA) has condemned the University Grants Commission’s draft Learning Outcomes-based Curriculum Framework, calling it an attempt by the Modi government to impose RSS ideology on Indian universities.
AISA said the framework, presented under the pretext of “indigenising” education, replaces critical inquiry with communal and mythological narratives. The association noted that the framework mandates beginning chemistry classes with a salutation to Saraswati, teaching commerce through Kautilya’s Arthashastra, and rewriting history to glorify Savarkar’s version of the freedom struggle. AISA said these measures infuse Hindutva ideology into the education system.
AISA noted that the move undermines academic freedom and federalism, noting that the UGC is a regulatory body and not a curriculum-making authority. AISA said by imposing a centralised framework, the Centre is curtailing university autonomy and eroding the pluralistic and democratic character of Indian education.
The LOCF is an effort by the ruling class to reproduce its ideology through educational institutions. The association said the framework distorts science, erases the contributions of working class people, women, Dalits, Adivasis, and minorities, and threatens universities as spaces for dissent and critical thought.
AISA called on students, teachers, and citizens to resist the LOCF and defend public education against communalisation, privatisation, and centralisation. The association said universities must nurture scientific temper and the struggles of the people, not the RSS’s ideological agenda.
