The CPI(ML) West Bengal State Committee condemned the September 7 notification issued by the Nadia District Primary School Council (West Bengal) directing Sub-Inspectors to get the caste certificates of all SC and ST primary school teachers verified through the offices of the SDO or District Magistrate. The notification is completely illegal and amounts to contempt of the Calcutta High Court’s stay order.
The CPI(ML) informed the Nadia District Primary School Council that the September 7 notification must be withdrawn immediately, warning that otherwise contempt proceedings would be initiated against the concerned official. Following this, the Nadia Primary School Council withdrew the illegal notification.
Earlier, the state government had issued a notification on May 14, 2026 seeking re-verification of all caste certificates issued after 2011. In a case filed by CPI(ML) Liberation, the Chief Justice’s bench of the Calcutta High Court stayed the re-verification process. Copies of the stay order were submitted to the Backward Classes Welfare Department and various other government departments.
The CPI(ML) had argued before the court that caste certificates should be scrutinised through the legal procedure on the basis of specific complaints, and that steps should be taken to examine and dispose of such complaints quickly. Where there was suspicion regarding a particular certificate, the concerned government department could verify it on its own initiative, following the prescribed procedure.
However, the government has no right to bring all caste certificates under suspicion and order their re-verification. Such a process would undermine the constitutional right to reservation and create social unrest. The court accepted this position and stayed the re-verification process.
The CPI(ML) West Bengal State Committee has called for pressure to be built wherever such illegal notifications are issued and for copies of the stay order to be submitted to the concerned authorities.
